I just finished a gem of a book: Heiland by Franklin Sanders. It's clarity on a few key subjects more than outweigh the author's occasional awkward dialog, detailed "scientific" explanations and dated material. The book has a tenor and rhythm that seems ideal for the high-school student and would generate many helpful conversations appropriate for that age group.
It appears that the main goal of the book is to compare and contrast 2 competing theocracies: one that is Christian and one that is thoroughly anti-Christian. The author does a great job at contextualizing, sometimes down to excruciating and horrific detail, these competing systems. If you are wondering if such a thing as "Christian" government can even exist or what it would look like, then this novelette is a great introduction to the topic.
The Christian parent will find that this book to be a good tool to teach their children about Christian government, law and history communicated in an interesting plot.
